Bil Llety Ymwelwyr (Cofrestr ac Ardoll) Etc. (Cymru) | Visitor Accommodation (Register and Levy) Etc. (Wales) Bill
Ymateb gan Cyngor Sir y Fflint | Evidence from Flintshire County Council
(We would be grateful if you could keep your answer to around 500 words).
Flintshire County Council has not, at this stage, discussed whether it would adopt the proposed discretionary power to charge a visitor levy on overnights stays in visitor accommodation and therefore it has no formal view to give on the merits of the power in a Flintshire context. The Council does, however, welcome the discretionary nature of this proposed power which would enable Councils across Wales to take an approach that best meets the needs of their specific area based on the available evidence.
The Council welcomes the proposed requirement for visitor accommodation providers to be registered. This requirement will improve the information available to Councils in managing their destinations, will help to improve standards and will enable them to build stronger supportive links with accommodation businesses. However, should administering the registration duty create additional pressure on extremely constrained local authority services then the Council would ask that consideration is given to this in future Welsh Government funding.
The Regulatory Impact Assessment is set out in Part 2 of the Explanatory Memorandum (https://senedd.wales/media/g5ipwvwh/pri-ld16812-em-e.pdf). This includes the Welsh Government’s assessments of the financial and other impacts of the Bill and its implementation.
